Portugal recorded a major surge in intellectual property activity, filing 1,170 national invention patent applications in 2025. According to the latest annual report from the National Institute of Industrial Property (INPI), this marks a 22.9% jump from the previous year and the highest volume seen in a decade.

The metrics signal strong momentum behind intellectual property growth and R&D innovation in Portugal, driven largely by academic research centers and regional technology ecosystems that regularly share their findings across the latest tech news outlets.

Academic Leadership and Regional Distribution

Higher education institutions continue to power the nation's patent pipeline. The University of Coimbra submitted the highest number of national patent applications , maintaining its position as a key engine for domestic technology transfer.

The report highlights several major trends shaping the patent landscape:

  • Regional Dominance: The Northern region led the country with 37% of all national applications, followed by Greater Lisbon at 26% and the Central region at 22%.
  • Inclusive Innovation: Female inventors were included in 34% of all submitted patent applications.
  • Commercial Distinctive Signs: Trademark registrations reached 23,229 applications—a 7.9% increase—keeping Portugal's trademark-per-capita ratio among the highest in Europe.

This academic push is also creating fresh career pathways, driving demand for specialized engineering talent and expanding the market for specialized tech jobs across the country.

European Patent Expansion with Unitary Effect

Beyond national filings, Portuguese creators expanded their reach across international borders. European patent applications originating from Portugal grew 6.1% to reach 368 filings.

Notably, 122 of these filings utilized the European patent system with unitary effect, representing an 18.4% increase over the prior period. Under this centralized framework, a single application secures legal protection across 18 European Union member states simultaneously, simplifying costs and administrative friction for growing startups.
