Must-Have:

• Proven experience as a Project Manager leading digital transformation initiatives (minimum 10 years)
• Minimum of 3 years of experience delivering projects within the Public Sector
• Proven experience managing complex projects, multidisciplinary teams, and cross-functional stakeholders
• Strong experience working with Agile methodologies
• Bachelor's and Master's degree in Information Technology or a related field
• Mandatory OutSystems certification: Associate Developer 11 (ODC)
• Minimum of 1 OutSystems Specialist certification
• Scrum Fundamentals Practitioner Certified (SFPC) certification
• Professional Scrum Product Owner I (PSPO I) certification
• Training or certification in Cybersecurity Awareness (Cidadania de Cibersegurança)
• Training, certification, or proven experience in Risk Management
• Strong project planning, governance, budgeting, and risk management skills
• Excellent communication, stakeholder management, and problem-solving abilities
• Proven ability to successfully deliver large-scale and high-complexity projects

Would be great if you have:

• Experience leading enterprise digital transformation programs
• Previous experience managing Public Sector modernization initiatives
• Experience coordinating multidisciplinary technical and business teams
• Knowledge of software delivery lifecycle and application development best practices
• Familiarity with OutSystems platform capabilities and low-code development environments
• Strong understanding of governance, compliance, and project assurance practices
• Results-oriented mindset with the ability to balance strategic objectives and delivery timelines
• Ability to work effectively in complex environments and manage multiple priorities
• Collaborative leadership style with strong influencing and decision-making skills
