Portugal has climbed to 16th place in the 2025 European Innovation Scoreboard, moving closer to the EU average with an innovation performance score of 90.7%. While still in the 'Moderate Innovator' group, the country shows strong momentum, especially in public support for business R&D—leading the EU at 185.8% of the average.
Other standout areas include innovation sales, digital skills, cloud adoption, and a growing pool of ICT specialists. Greater Lisbon is Portugal’s top regional performer, labeled a 'Strong Innovator' and ranking 77th out of 214 European regions. Central Portugal also shows notable gains, now in the 'Moderate+' category.
Despite this progress, the report highlights the need for increased private R&D investment, more venture capital, and greater productivity in high-tech sectors.
