Portugal’s technology sector is witnessing a significant drop in hiring intentions, reflecting a broader slowdown since the year’s second quarter. According to the latest Experis Tech Talent Outlook, net job creation in the IT sector is projected at +12% for Q4, five percentage points lower than the previous quarter and 35 points below the same period in 2023.
Although the hiring outlook remains positive overall, with 32% of employers planning to expand their teams by year-end, 20% anticipate workforce reductions, and 45% expect no change. Compared to the first quarter, hiring intentions have dropped by 45 points, marking the lowest projection since the post-pandemic peak.
Nuno Ferro, Brand Leader at Experis, attributes the decline to team adjustments influenced by global trends and technological disruption. Growing investments in artificial intelligence are reshaping priorities for tech companies, impacting workforce strategies.
Globally, Costa Rica (+53%), the United States (+51%), and the Netherlands (+49%) lead in IT sector hiring projections, while Romania (-3%), Argentina (+4%), and Greece (+8%) lag. Despite the slowdown, Portugal’s IT sector remains the strongest in hiring intentions domestically, continuing to recover from earlier declines.
