Competition Authority Fines Inetum €3M for Anti-Competitive Hiring Practices

Portugal’s Competition Authority (AdC) has fined technology consultancy Inetum €3.09 million for engaging in anti-competitive labor market practices. The investigation, launched in 2022, found that Inetum and other companies had established bilateral “no-poach” agreements for at least seven years, restricting hiring and limiting employee mobility.

These agreements, in place from 2014 to 2021, reduced competition for talent by preventing companies from recruiting or making unsolicited job offers to each other's employees. Similar violations had previously led to fines totaling €4.08 million for other firms, some of which settled by cooperating with the AdC.

Inetum has announced that it will challenge the decision in court, arguing that the alleged practices date back over a decade and that it never accepted the accusations. Unlike other companies, Inetum refused to settle and is pursuing legal action.

The ruling comes as Inetum undergoes a leadership restructuring, appointing Nathalie Pousin as CFO and David Gendry as EVP of Marketing, Communications, and Public Affairs. The company aims to enhance its governance structure to drive operational efficiency and sustainable growth.
