Banco de Portugal IT Director Named Defendant in Operation Pactum Corruption Probe

Carlos Moura, Director of Information Systems and Technologies at the Bank of Portugal, is among 43 defendants identified in the high-profile Operation Pactum, which is investigating alleged corruption and fraud in public IT procurement contracts between 2017 and 2025.

Authorities suspect Moura, a former Portugal Telecom executive, of corruption, computer fraud, and abuse of power, particularly involving connections to former PT colleagues now at Meo. His office was among those searched earlier this month, as investigators probe possible collusion between public officials and tech companies in deals worth over €17 million.

The Bank of Portugal has declined to comment, and it remains unclear if more of its staff are implicated. The probe is being led by Portugal's PJ anti-corruption unit, the Lisbon DIAP, and the European Public Prosecutor’s Office.
